Vulnerability to sexual and gender-based violence arises in many displacement contexts, whether related to armed conflict or natural disaster. Those fleeing an emergency situation may be susceptible to rape, sexual exploitation, or trafficking while attempting to secure transport, cross borders, or find lodging. Even once settled—whether in refugee camps, internal displacement camps, or urban centers—vulnerability to harm persists.

Haitian women and girls experience multiple forms of violence on the Dominican-Haitian border whether as migrants, cross-border traders, or displaced persons following the 2010 Haiti earthquake. International media have drawn attention to sexual violence against women in internal displacement camps in Haiti, unintentionally diverting the public gaze from other, equally grave scenarios, such as the situation of women and girls who cross the border.

The quantitative Gender Survey described in this document was part of a larger evaluation and exploration of gender in Leogane and Carrefour, two communes (counties) near to Port-au- Prince that were among those most heavily impacted by the January 12th 2010 earthquake. Following the catastrophe CARE initiated emergency and supportive relief efforts in the communes, including sanitation, health and cash for work programs.

Sexual exploitation and abuse by aid workers and peacekeepers is happening in the aid sector and it has been happening for a long time. Sexual violence, exploitation and abuse against women and girls is endemic in many developing countries, especially where there is conflict and forced displacement, as we have found in previous work. Forms of systematic criminal sexual exploitation, for example in the form of human trafficking into prostitution, is also a common feature of such environments.

Women and girls are the backbone of Haitian society and local economy. Nearly half of Haitian households are women-led. Women are also pillars of economic life, as they form the majority of street vendors and support agricultural supply chains. However, women and girls continue to be affected by severe inequality, and genderbased violence (GBV).

This joint report by human rights organisations Redress and the Child Rights International Network examines the success of litigation in pursuing justice for child victims of  sexual abuse by peacekeepers looking at cases in which victims and their representatives have turned to the courts to seek accountability and redress. It concludes that child sexual abuse usually goes unpunished and few victims secure reparations.

In the wake of Haiti’s disastrous earthquake, international organizations have begun to recognize gender-based violence as a significant area of concern, particularly within Port-au-Prince’s internally displaced persons (IDP) camps. Other forms of gender-based violence include not only rape, but also sexual abuse. Sexual violence is often underreported or not reported at all. This lack of data can prevent accurate assessments of rates of violence or trends.
