This joint report by human rights organisations Redress and the Child Rights International Network examines the success of litigation in pursuing justice for child victims of  sexual abuse by peacekeepers looking at cases in which victims and their representatives have turned to the courts to seek accountability and redress. It concludes that child sexual abuse usually goes unpunished and few victims secure reparations.

In rural Haiti, community development programs are delivered predominantly by non-governmental organizations (NGOs), and commonly have goals related to empowerment, participation, and local capacity development. Yet attainment of these goals is often difficult, and analysis of these programs neglects the complex micropolitics of development interventions. This thesis investigates the local-level encounter and contestation of NGO and local discourses of development in a community in rural Haiti.

This paper describes the application of Killworth et al. (2006) Scaling-Up technique to estimate the number of rape victims in metropolitan Port-au-Prince, Haiti, in the three years following the 2010 earthquake. The data comes from a 1,600 household random survey of the communes of Leogane and Carrefour, two communes (counties) near to Port-au-Prince that were among those most heavily impacted by the January 12th 2010 earthquake. The work was financed by Care International.

NGOs have intervened in the purchasing-processing-storage-and-marketing chain to help fishermen get better prices for their fish and thereby bolster income to impoverished households. This support has encouraged the formation of male-dominated fishing associations. In addition to help with offshore fishing, they also often provide the associations with coolers and cold rooms for conserving fish and they help link the associations to urban purchasers.

In this article I begin with the rape epidemic that supposedly shook Haiti following the 2010 earthquake and then trace back in time the role of international aid agencies, activists, foreign governments, Haitian politicians and Haitian opportunist aid entrepreneurs in creating what has become an industry of being “viktim.”

In this paper I take a look at how NGO use of “asosyasyson”–what might better be called cooperatives–have probably hurt the economic autonomy of rural Haitian women. Specifically I look at USAID/Coca Cola/IDB funded Haiti Hope Mango project. The project was implemented by TechnoServ. I don’t mention it here, but we’ve observed a similar phenomenon with fishing associations.

In Haiti, the number of young people, especially women and girls, who report experiencing sexual and gender based violence (SBGV), is alarmingly high, especially in the highly populated capital city Port-au-Prince. But despite its scale, the issue is still commonly overlooked. SGBV is also likely underreported due to stigma and shame, as well as fear of reprisal from perpetrators or from the community.

Haiti has long been characterized as a fragile state. Particularly since 2004, responses from the international community have focused on Haiti’s stabilization and reconstruction. Post-colonial critiques highlight the constraints imposed by these approaches, but fail to sufficiently explore forms of agency which, by resisting and redirecting external impositions, could promote political, social and economic transformation. The adoption of the National Policy for Equality between Women and Men in Haiti in 2014/15 seems to represent such potentially transformative agency.
