This article examines some of the reasons why measures to ensure protection from gender-based violence (GBV) and sexual exploitation and abuse, do not always take precedence for humanitarian actors during an emergency response, and what can be done to support organisations to integrate this aspect of protection into their humanitarian work.
This thesis examines the subject of gender based violence (GBV) in Haiti and how local and international organizations are adressing the issus on multiple levels. Due to historical political and economic factors, the earthquake that struck the country on January 12th 2010 had devastating impacts. The earthquake worked as a catalyst that revealted deep underlying gender fault lines that had developed over long periods of time.
Previous research has shown a post-disaster increase of Gender Based Violence [GBV], suggesting a need for further investigation of the phenomena and its causes. This research draws together a wide-ranging collection of secondary data sets concerning disasters and gender based violence. It analyses the social environment in post-disaster settings that breeds an increase in GBV with focus on Sexual Gender Based Violence[SGBV] and Intra Personal Violence [IPV]. Through a comparison of two case studies: (a) post-earthquake Haiti and (b) post-hurricane Katrina.
This document describes a set of recommendations directed at the Coordinators of the Cluster System in Haiti. The group is comprised of staff from MINUSTAH-Human Rights, MINUSTAH-Gender Unit, UNIFEM, UNFPA, WFP, IOM, UNICEF and several other NGO’s. Recommendations include the integration of a gender analysis in the post disaster needs assessment; developing gender focal points in local offices and around Haiti to ensure that gender is improving the access and safety of women concerning water, sanitation and hygiene, and addressing gender issues regarding shelter and camp management.
This document provides a gendered perspective for communities affected by environmental natural disasters so as to reduce the impacts and risks that come with prolonged vulnerability. The report goes into various statistics to justify and explain the humanitarian aid necessary to lessen the harmful consequences that come from natural disasters in Haiti. Additionally, emphasis is placed on the measures that are needed to be implemented before a natural disaster happens to minimize the severe effects that women face during such disasters. In this article I discuss the unintended consequences of humanitarian and development assistance provided to “victims of human rights abuses” in Haiti in the years following the restoration of democracy in 1994. Such targeted aid was a component of international political and economic development aid intended to facilitate the nation's postconflict transition.
Ce document expose les résultats d’un sondage effectué auprès des habitants vivant dans les camps pour personnes déplacées. 14% de ces ménages ont affirmé avoir au moins un membre de la famille victime d’agression sexuelle, depuis le séisme. Le Center of Human Rights and Global Justice cherche à établir un lien entre les violences basées sur le genre et les conditions économiques et sociales, comme l’accès à l’eau et à la nourriture. L’échantillon de 365 ménages permet d’identifier des tendances sans pouvoir généraliser les résultats à l’ensemble des personnes déplacées à l’interne.
Lors de la Conférence internationale des donateurs pour Haïti pendant la reconstruction du pays en 2010, il est impossible de voir l’implication du financement dans les femmes et l’égalité des sexes. Les organisations féministes internationales ont donc réalisé leur propre conférence pour intégrer les rapports de genre dans l’évaluation des besoins suite au séisme. Le rapport qui en ressort affirme que des actions sont nécessaires pour une plus grande inclusion des femmes dans le processus de reconstruction.
Ces dernières semaines, des fonctionnaires du gouvernement haïtien et représentants des partenaires internationaux ont rédigé une évaluation conjointe des besoins post-désastre (mieux connue sous son sigle anglais de PDNA). Ce document servira de modèle à la reconstruction d’Haïti. Il se divise en huit thèmes : gouvernance, production, secteur social, infrastructures, développement territorial, environnement et gestion des risques et des désastres, développement macroéconomique et thématiques transversales (analyse comparative entre les sexes, jeunesse, culture, protection sociale, etc.).
On January 12, 2010, an earthquake in Haiti sent shockwaves across the world, triggering an unprecedented international response. In the months that followed, international news, legal, development, human rights, and solidarity agencies highlighted the issue of gender-based violence, which has by all accounts increased since the earthquake. Despite activists' nuanced understanding and efforts, official responses have been inadequate while reproducing troubling, albeit familiar, discourses that tend to trigger either denial or demonization.
