In January 2010, a magnitude 7.0 earthquake tore through the area surrounding Haiti’s capital of Port-au-Prince, destroying much of the city’s already fragile infrastructure. Over 222,570 people were killed and 300,572 injured. An additional 2.3 million—almost a quarter of the population— were displaced and now live in roughly 1,300 internally displaced person (IDP) camps. The camps are constructed mostly of tarpaulins, have limited public shower and toilet facilities, and lack adequate lighting and sanitation.

Vulnerability is a central concept in humanitarian aid. Discussions of vulnerability in disaster response literature and guidelines for humanitarian aid range from considerations of a universal human vulnerability, to more nuanced examinations of how particular characteristics render individuals more or less at risk. Despite its frequent use, there is a lack of clarity about how vulnerability is conceptualized and how it informs operational priorities in humanitarian assistance.

Only in recent years has violence against women begun to receive international attention as both a public health and human rights concern. This article argues that the right to be free from sexual violence is a fundamental component of the right to health, and the need is particularly acute in post-disaster contexts. This article uses post-earthquake Haiti as a case study to illustrate conditions for women and girls who suffer daily threats of physical, emotional, economic, and social harm in ways that have no direct parallels for their mal counterparts.

The earthquake that struck Haiti on January 12, 2010, caused severe spatial and social disruption of many communities. Over the past sixteen months, as international and national institutions struggled to respond in an effective and efficient manner, Haitian women, and their organizations, have served a central role in cultivating stability within affected communities.

During conflict and disasters, women and girls are at increased risk of gender based violence. International humanitarian guidelines call for the distribution of individual lighting to meet women and girls’ basic needs and to reduce risk of violence; however, little evidence exists to support these guidelines. This paper presents an evaluation of handheld solar light use, retention, and durability among women and girls living in two internally displaced persons camps in Port-au-Prince, Haiti.

En créole, l’expression kanpe signifie « se tenir debout ». C’est ce que fait continuellement le mouvement féministe haïtien. On montre ici la volonté des féministes participer à la reconstruction du pays après le séisme de janvier 2010, et ce, en relation avec l’aide internationale. Les féministes haïtiennes doivent affronter l’imposition des idées de ces organisations au détriment de leurs propres projets. Au niveau national, elles tentent de faire reconnaître les actions persistantes des femmes dans l’histoire haïtienne comme leur lutte pour la construction démocratique du pays.

This Article examines women's and girls' struggles in the aftermath of the Haitian earthquake. In particular, it focuses on the grievous conditions in the displacement camps that foster gender-based violence and abuse, often perpetrated by members of armed groups or prison escapees. Indeed, the lack of lighting, private sanitary facilities, secure shelters, and police patrols in the encampment areas endanger women's and girls' safety.

This paper chronicles the advocacy approach behind the broader human rights “Campaign to end the epidemic of rape in Haiti”. This campaign has succeeded in opening political and policymaking spaces previously closed to Haitian grassroots women activists and collectives and generated a landmark legal decision. The advances reflect a model in which the expertise of an international women’s human rights organization is mobilized in the service of a community-based women’s group.
